Working Definition of Antisemitism
The Working Definition of Antisemitism was set up to act as a basic guide to both official and non-official primary data collecting agencies highlighting possible examples of antisemitism, taking into account the overall national context.
The European Monitoring Centre on Racism and Xenophobia (EUMC) and the Organisation for Security and Cooperation in Europe (OSCE)/ Office for Democratic Institutions and Human Rights (ODIHR) held informal discussions with Jewish organisations, other major Jewish non-governmental organisations (NGOs) and prominent academics to develop a common working definition which will enable more accurate data collection. It is part of an ongoing process and has no legal basis.
